Professional Practice Updates/Ethics

Presented by Mr. Michael Simms, P.E., with the Texas Board of Professional Engineers and Land Surveyors

BIO: Michael Simms currently serves as the Director of Compliance and Enforcement with the Texas Board of Professional Engineers and Land Surveyors. He has been with the Board since June 2018. Mr. Simms was previously the Special Projects Manager and Manager of Environmental Permits within the Oil & Gas Division of the Railroad Commission of Texas and worked in Air Permits at the Texas Commission on Environmental Quality. He holds a B.S. in chemical engineering frothe University of Texas at Austin and has been a licensed professional engineer since 2010.

ABSTRACT: Michael Simms, P.E., will discuss updates on engineering and surveying ethics and code of conduct. Also discussed will be TBPELS activities, rule and statutory changes, and general updates on board initiatives.

BIOBritt N. Babcock, P.E., is the president of Avanti International, where he leads a team dedicated to delivering high-quality injection grouts and technical expertise to consultants, engineers, contractors, and project owners. A graduate of Colorado State University with a BS in Civil Engineering, Britt brings over 30 years of design and construction experience to the industry. As a licensed Professional Engineer with more than 15 years of specialization in geotechnical engineering, he has applied his expertise across a wide range of projects—including sanitary sewer systems, manholes, underground parking garages, mines, tunnels, and dams—making him a trusted resource in advancing effective injection grouting solutions.

ABSTRACT Injection grouts are a unique solution engineered for sealing water leaks, stabilizing soils, and controlling groundwater across various applications in the municipal, industrial, and geotechnical industries. This presentation covers grout types and technologies, installation methods, and design considerations. It also highlights real-world case studies demonstrating proven injection grouting techniques that enhance infrastructure performance, durability, and safety in diverse ground and water conditions. Experience live injection grout cup samples to see how the different grouts react when mixed.
